The ancient capital of Japan, Kyoto, is nestled among picturesque mountains and placid rivers. Since its establishment as the seat of the imperial court late in the 8th century, the city has prospered as a center of politics, commerce, and the arts. With its innumerable cultural treasures and traditional crafts, Kyoto has continued to attract visitors around Japan and throughout the world. Today it is a modern metropolis with an international flavor; indeed, perhaps nowhere else in Japan can one so easily encounter the past in the midst of an urban culture eagerly preparing for the 21st century.

Climate and clothing :
April is the season of flowers in Kyoto. Attractive is the cherry blossom in the early April. The temperature in Kyoto during the Conference period will range between 9°C (48°F) at night and 20°C (68°F) during the day, and the average humidity is 63%. The weather, however, is often unpredictable during this season and light clothing and sweater or a light coat is recommended. Hotels and buildings are fully air conditioned.

Access to Kyoto (See also Congress venue ) :
The most convenient and economical access to Kyoto from abroad is a direct flight to Kanasai International Airport . The JR train "Haruka" departs from the airport every 30 minutes for a 75 minute ride to Kyoto (about JPY 3,500).@ Limousine bus service is also available from KANSAI Airport to Kyoto (about JPY 2,300). It takes about 105 minutes.

Participants arriving at New Tokyo International Airport (Narita) have three ways to travel Kyoto:
  1. A domestic flight (1 hour) from Narita to Osaka Airport (Itami), although there are only a few flights available daily (about JPY 18,000). Airport limousine services (55minutes, JPY 1,280) are available from Osaka (Itami) to Kyoto.
  2. A two-hour airport limousine transfer from Narita to Haneda Airport (about 90 to 120 minutes) followed by a domestic flight (1 hour) to Osaka Airport (Itami) (about JPY 20,000 in total). Around 15 flights per day. Then airport limousine services to Kyoto.
  3. Take Narita Express trains from Narita to Tokyo station, which leave every 30 minutes and take about 1 hour to Tokyo. Then, take the Shinkansen Superexpress train (Bullet Train) from Tokyo to Kyoto, which leave Tokyo Station every 15 minutes and take 2.5 hours to Kyoto Station. Total cost will be about JPY 16,000.
